Governors' toss-up list shifts as Cook, Sabato and betting markets diverge on Alaska and Georgia

Cook's ratings hold a near-even House and a Republican-favored Senate, while Polymarket prices Democratic edges well beyond what handicappers will call, and Sabato swaps Alaska for Iowa in its gubernatorial toss-up column.

Where the map stands

Cook Political Report's House ratings, last updated Aug. 25, show 205 seats rated at least leaning Democratic (184 Solid, 12 Likely, 9 Lean) against 209 at least leaning Republican (182 Solid, 20 Likely, 7 Lean), with 21 seats rated Toss-up[1]. Polymarket's House majority market, last updated Sept. 1, prices an 88% chance Democrats win control, unchanged over the past week[4] — a considerably more lopsided read than Cook's seat count implies.

The Senate map, per Cook's Aug. 20 ratings, has 13 seats leaning at least Democratic (9 Solid, 1 Likely, 3 Lean) against 16 leaning at least Republican (14 Solid, 2 Likely), with six Toss-ups: Alaska, Iowa, Maine, Michigan, Ohio and Texas[2]. Polymarket prices a 52% chance Democrats win the majority, flat over the week[4], and Sabato's Crystal Ball, previewing Labor Day, called the GOP "still favored, but just barely" for Senate control[5].

Governors show 17 states leaning at least Democratic (13 Solid, 1 Likely, 3 Lean) against 15 leaning at least Republican (10 Solid, 4 Likely, 1 Lean) on Cook's Aug. 27 ratings, with four Toss-ups: Georgia, Nevada, Ohio and Wisconsin[3].

What moved this week

The most notable shift is in the gubernatorial Toss-up column, and it comes from a source whose own rating table isn't visible to us. Sabato's Crystal Ball wrote Sept. 3 that Alaska replaces Iowa as a Toss-up in its ratings, with Georgia remaining a Toss-up as well[5]. That puts Sabato at odds with Cook, which rates the Alaska governor's race Likely Republican[3] — and with the market, which prices Democrat Jonathan Kreiss-Tomkins at 59% against Republican Bernadette Wilson's 33%, a spread that looks more like a Lean than a Toss-up[4]. Three sources, three different pictures of the same race.

Texas produced the clearest documented change. Sabato's Aug. 26 post moved the Senate race — Attorney General Ken Paxton (R) versus state Rep. James Talarico (D) — from Leans Republican to Toss-up, did the same for the TX-15 House seat, and knocked the governor's race "a little less safe" for Republicans[5]. Cook already had Texas Senate rated Toss-up[2], and Polymarket has it locked at 51% Democrat, effectively a coin flip[4].

Georgia's Senate race illustrates a widening gap between handicappers and traders. Cook still rates it Lean Democratic[2], but Polymarket prices Sen. Jon Ossoff at 94%[4] — a number that leaves little room for the race to be called anything but safe. Sabato's late-July analysis attributed Ossoff's strength to "dominant fundraising, stable polling, and a favorable political environment"[5], though that assessment predates the market's current price.

Elsewhere the market moved only modestly: Michigan Senate eased slightly for Democrats, down 1 point to 65% on Abdul El-Sayed[4]; Nebraska Senate ticked down half a point to 70% for Pete Ricketts[4]; and Ohio's governor market dipped 1 point to 56% Democratic[4]. None of these changes were large enough to move a Cook rating, and the topline House and Senate market numbers — 88% and 52% — did not move at all over the past week[4].

Sabato's July 30 House post remains the backdrop for today's near-even Cook map: it described 13 rating changes toward Democrats in a single week, "bringing the number of seats at least leaning to each party to rough parity after redistricting helped Republicans build an edge in our ratings a few months ago"[5].

Races to watch

Alaska Governor. Cook calls it Likely Republican[3]; Sabato just moved it into Toss-up territory in place of Iowa[5]; Polymarket prices Democrat Jonathan Kreiss-Tomkins at 59% to Republican Bernadette Wilson's 33%[4]. Three credible sources, three different stories on the same seat.

Texas Senate. Paxton versus Talarico is now a Toss-up on both Cook[2] and Sabato's board[5], and the market has it at 51% Democrat[4] — as close to a true coin flip as this cycle produces.

Georgia Senate. Ossoff's Cook rating (Lean Democratic)[2] is far more cautious than his market price (94%)[4], with Sabato crediting fundraising and a favorable environment for his strength[5].

Alaska Senate. Cook rates Dan Sullivan's seat a Toss-up[2], but Polymarket prices Democrats at 63-64% to take it from him[4] — a rare case of a market favoring the challenger's party well beyond what handicappers will commit to.

Ohio. Both the Senate race (Sherrod Brown versus Jon Husted) and the governor's race (Amy Acton versus Vivek Ramaswamy) are Cook Toss-ups[2][3], and the market gives Democrats a modest edge in both, 56% apiece[4].
