Florida Senate Returns to Safe Republican as Wisconsin's Governor Race Splits the Handicappers

Cook's House, Senate and governor ratings show a closely divided map while Polymarket prices the Senate as a near coin flip and diverges from Cook on Wisconsin's governorship.

Where the map stands

Cook Political Report's House ratings, last updated Aug. 13, show 205 seats rated at least Lean Democrat (184 Solid, 11 Likely, 10 Lean) against 211 rated at least Lean Republican (182 Solid, 20 Likely, 9 Lean), with 19 seats in Toss Up — 15 currently Republican-held and four currently Democratic-held[1]. Polymarket's odds put the chance of a Democratic House takeover at 89%, unchanged over the past week[4].

The Senate map is far tighter. Cook's Aug. 20 ratings put Democrats at 13 seats rated Lean or better and Republicans at 16 rated Lean or better among the 35 seats up this cycle[4], with six Toss Ups, including Alaska (Sullivan), Maine (Collins), Ohio (Husted) and Texas's open seat[2]. That near-even split tracks with Polymarket's Senate control market, where Republicans are priced at 51% to keep the majority, flat over the past week[4].

Governor's races skew more Democratic on paper. Cook rates 17 of 36 contests Lean Democrat or better against 15 rated Lean Republican or better, with four Toss Ups: Georgia's open seat, Nevada (Lombardo), Ohio's open seat and Wisconsin's open seat[3].

What moved this week

The clearest rating change came out of Florida. Sabato's Crystal Ball moved the Senate race from Likely Republican back to Safe Republican following the state's Aug. 19 primary, reasoning that Florida Democrats had nominated a more progressive candidate in a race that was never genuinely competitive[5]. Polymarket's Florida Senate market backs that call, pricing Ashley Moody (R) at 92% against Angie Nixon (D) at 9%[4].

Crystal Ball's newest post, from Aug. 20, argued the Democratic outlook has brightened in the 30 states electing attorneys general this cycle, noting Republicans currently hold 27 of those offices to Democrats' 23 — a downballot data point running alongside the marquee races[5].

Further back on the calendar, Crystal Ball's Aug. 12 rating change moved Wisconsin's open governorship to Leans Democratic after the state's Democratic establishment consolidated behind a single candidate, in what the site called "the establishment's great escape"[5]. Cook's governor ratings, last updated Aug. 20, still list Wisconsin as a Toss Up[3] — a live disagreement between the two handicappers. Polymarket splits closer to Crystal Ball's read, pricing David Crowley (D) at 81% against Tom Tiffany (R) at 20%[4].

Market movement elsewhere this week was modest but real. Texas Senate ticked down a point to 51% Democrat (Talarico) versus 49% Republican (Paxton); Michigan Senate slipped a point to 61% Democrat; Iowa Senate moved to 59% Republican, down a point; and Alaska's governor race moved a point to 71% Republican[4]. None of these are dramatic swings, but they mark the direction money moved over the past seven days.

Races to watch

Texas Senate is the marquee Toss Up on Cook's board and also the closest statewide market on Polymarket, with James Talarico (D) at 51% and Ken Paxton (R) at 49% after this week's one-point shift[2][4].

Wisconsin's open governorship is the sharpest point of disagreement on the map. Cook still calls it a Toss Up[3]; Crystal Ball moved it to Leans Democratic after Democrats consolidated behind a single candidate[5]; and Polymarket prices David Crowley at 81%[4].

Georgia's Senate race shows a similar gap between caution and confidence. Cook rates Sen. Jon Ossoff's (D) seat Lean Democrat[2], while Crystal Ball has argued the state is "ripening" for Democrats on the strength of Ossoff's fundraising and polling[5], and Polymarket prices him at 94%[4].

Maine's Senate race is rated a Toss Up by Cook[2], yet Polymarket prices Troy Jackson (D) at around 70% against Sen. Susan Collins (R)[4] — a notable gap between the handicapper's call and where the money sits, following Crystal Ball's account of the spring shakeup that pushed Democratic recruit Graham Platner out of the race and installed Jackson as the nominee[5].

Ohio's Senate contest between Sherrod Brown (D) and Jon Husted (R) remains a Cook Toss Up[2], with Polymarket showing one of the tightest prices on the board at 53% Democrat[4].
